פרסומי ההתרעות עובדים על שיטת הנפח. ככל שיש יותר פרסומים, הם יגדשו את הנחל ואז כבר לא צריך לדייק בפרטים או אפילו לשלוט בהם. גם אם חלקי הפאזל לא באמת מתחברים כפי שאנו רוצים, נלחץ אותם מספיק חזק והם יתחברו כי אנחנו רוצים לראות אותם מתחברים. אני אחזור שוב בפעם ה-100, שלדעתי נתניהו אחראי לכשל האסטרטגי, ולכן עצם הדיון על התרעות טקטיות ביחס אליו מחמיץ את כל העניין. אבל לגופו של עניין - תראו מה קרה כאן. מתוארות שתי התרעות טקטיות. אחת מהציר של דחלאן-בן זאיד שהגיעו לשב״כ, ואחר כך על פי הטענה בן זאיד התקשר לנתניהו כדי לוודא שהמסר אכן הועבר. למעשה, זו לא הייתה התרעה אלא איום שנתבקשו להעביר מפי סינוואר שהם יצפו לרעידת אדמה עד סוף ספטמבר 2023. וההתרעה השניה הגיעה מהציר של המצרים, שגם היא הועברה לשב״כ. וגם על כך עודכן ראש הממשלה. הנרטיב ששלומי אלדר ניסה למכור היה שנתניהו קיבל את ההתרעות הללו והסתיר אותן מראשי זרועות הביטחון. כך אלדר מסגר את האירוע: ״נתניהו קיבל התרעה מפורשת ימים לפני 7 באוקטובר, אך לא עדכן את צה"ל ושב"כ״. כדי לא להכביד בטקסט - אני אתעלם מהפער בין הפרסום המקורי של אלדר לבין הפרסום הנוכחי שכבר נקב בתאריך ״עד סוף ספטמבר״, ומהשאלה (והתשובה הברור מאליה) למה הפרט המשמעותי הזה לא הוצג על ידי אלדר מלכתחילה. ההתרעה של המצרים הייתה ידועה לשב״כ, וההתרעה של בן זאיד בפני נתניהו בשיחה המדוברת הייתה רק וידוא שהשב״כ אכן קיבל את ההתרעה ושהנושא מטופל. אלדר בהחלטה פוליטית רומז שאם נתניהו היה מעביר את ההתרעות לשב״כ ולצה״ל - אולי הטבח היה נמנע. זה אבסורד מוחלט. הרי ההתרעות עברו בכיוון ההפוך, מהשב״כ לנתניהו. נניח שהתקיימה שיחה בין בן זאיד לנתניהו כדי לוודא שהשב״כ אכן קיבל את ההתרעה - איך אם השב״כ היה יודע שנתניהו קיבל שיחה שמטרתה לוודא שהשב״כ קיבל את ההתרעה היה משנה משהו? מעבר לכך - השב״כ טעה בניתוח האיום, ופירש אותו באופן שגוי כאילו שהוא עוסק בחטיפת אליזבט צורקוב. יש לנתניהו אחריות מיניסטריאלית בוודאי על המחדל הזה כמו על יתר המחדלים, אבל בסוף זו טעות מודיעינית מובהקת. היא לא טעות של נתניהו אלא של השב״כ. גם ההתרעה המצרית לשב״כ עוברת בימים אלו אבולוציה לא הגונה. הרי ההתרעה של המצרים הייתה: עזה על סף פיצוץ, אתם חייבים להגדיל את ההקלות ההומניטריות. אלא מה? זה בדיוק מה שצה״ל והשב״כ עשו בהוראת נתניהו. כלומר, נתניהו לא זלזל בהתרעה הזו אלא הקשיב לה. נתניהו הקשיב להתרעה המצרית וקנה שקט באמצעות ״הקלות הומניטריות״ רק שהבעיה לא הייתה בהתרעה כזו או אחרת ובאי הקשבה להתרעה כזו או אחרת, אלא בעצם הקונספציה של קניית שקט ושל מדיניות הסבבים והרחקת המלחמה בכל מחיר. ועכשיו לצלע החסרה: מרוב רצון לקדם נרטיב פוליטי, הפרסומים עשו את ההפך ומקדמים את הנרטיב של נתניהו של ״לא העירו אותי״. קודם כל - הפרסומים מבליטים ומדגישים שוב ושוב את המחדל הטקטי במקום את המחדל האסטרטגי. אבל מעבר לכך - הפרסומים הללו למעשה ממחישים את המחדל דווקא של השב״כ. המפרסמים לא מצליחים להבין למה לא כולם נוהרים אחרי צליבת נתניהו בעקבות הפרסומים. הרי בסופו של דבר, גם אחרי הניסיון להכתיב נרטיב פוליטי, יוצא ששב״כ וצה״ל הכירו את כל ההתרעות הללו. אלא שבניגוד לדרג המדיני - הם הכירו גם את ההתרעות המודיעיניות הממשיות באותו ליל שבעה באוקטובר. ועדיין למרות הכל נשארו שבויים בקונספציה. למרות שהם הכירו את האיום של סינוואר, למרות שהם הכירו את ההתרעה המצרית - הם שקטו על השמרים בליל השבעה באוקטובר, גם כשההתרעה החלה להיקלט בעוד ועוד כלים מודיעיניים של ישראל. הם לא שינו את היערכות הכוחות, לא תגברו כוחות. לא עבדו בסנכרון ראוי ביניהם. לא השתמשו ביכולות מודיעיניות שהיו יכולים להשתמש בהן. הם לא ביקשו הנחיות מהדרג המדיני, ואפילו לא עדכנו את הדרג המדיני בכל הרגעים הקריטיים באותו לילה. גם כשהבינו שיש אפשרות ממשית לפלישה מוגבלת על ידי חמאס - הם בחרו להמשיך את הדיון לאחר השעה 8:00. ישיבה שלאסוננו מעולם לא התקיימה, כי החמאס כבר פלש פלישה מלאה עוד קודם לכן.

In fact, it was not an alert but a threat they were asked to pass on from Sinwar, that they should expect an earthquake by the end of September 2023. And the second alert came from the Egyptian axis, which was also passed to the Shin Bet. And the prime minister was also updated on that. The narrative Shlomi Eldar tried to sell was that Netanyahu received these alerts and hid them from the heads of the security branches. This is how Eldar framed the event: “Netanyahu received an explicit alert days before October 7, but did not update the IDF and the Shin Bet.” So as not to weigh down the text - I'll ignore the gap between Eldar's original report and the current report, which already named the date “by the end of September,” and the question (and the self-evident answer) of why this significant detail wasn't presented by Eldar in the first place. The Egyptians' alert was known to the Shin Bet, and bin Zayed's alert to Netanyahu in the call in question was only to verify that the Shin Bet had indeed received the alert and that the matter was being handled. Eldar, in a political decision, hints that if Netanyahu had passed the alerts on to the Shin Bet and the IDF - perhaps the massacre would have been prevented. This is completely absurd. After all, the alerts went in the opposite direction, from the Shin Bet to Netanyahu. Suppose a conversation took place between bin Zayed and Netanyahu to verify that the Shin Bet had indeed received the alert - how would it have changed anything if the Shin Bet had known that Netanyahu received a call whose purpose was to verify that the Shin Bet had received the alert? Beyond that - the Shin Bet erred in analyzing the threat, and interpreted it wrongly as if it dealt with the kidnapping of Elizabeth Tsurkov. Netanyahu certainly bears ministerial responsibility for this failure as for the other failures, but in the end it is a clear-cut intelligence error. It is not Netanyahu's error but the Shin Bet's. The Egyptian alert to the Shin Bet is also undergoing a dishonest evolution these days. After all, the Egyptians' alert was: Gaza is on the verge of an explosion, you must increase the humanitarian relief measures. And guess what? That is exactly what the IDF and the Shin Bet did on Netanyahu's instructions. In other words, Netanyahu did not dismiss this alert but listened to it. Netanyahu listened to the Egyptian alert and bought quiet through “humanitarian relief measures” Only the problem wasn't in one alert or another or in not listening to one alert or another, but in the very conception of buying quiet and of the policy of rounds and of pushing off war at any price. And now for the missing side: out of a desire to advance a political narrative, the reports did the opposite and are advancing Netanyahu's narrative of “they didn't wake me.” First of all - the reports highlight and emphasize again and again the tactical failure instead of the strategic failure. But beyond that - these reports actually illustrate the failure of the Shin Bet, of all bodies. The publishers can't understand why not everyone is flocking to crucify Netanyahu following the reports. After all, in the end, even after the attempt to dictate a political narrative, it turns out that the Shin Bet and the IDF knew all these alerts. Except that unlike the political echelon - they also knew the actual intelligence alerts on that night of October 7. And still, despite everything, they remained captive to the conception. Even though they knew Sinwar's threat, even though they knew the Egyptian alert - they rested on their laurels on the night of October 7, even when the alert began to be picked up by more and more of Israel's intelligence tools. They did not change the deployment of forces, did not reinforce forces. Did not work in proper synchronization with each other. Did not use intelligence capabilities they could have used. They did not ask for instructions from the political echelon, and did not even update the political echelon at all the critical moments that night. Even when they understood there was a real possibility of a limited invasion by Hamas - they chose to continue the discussion after 8:00. A meeting that, to our misfortune, never took place, because Hamas had already invaded in full before then.

יש עדיין לא מעט חורים בסיפורי ההתרעות ממצרים ומהאמירויות לצמרת הישראלית ולנתניהו טרום 7 באוקטובר. ככל שמתרבים הפרטים, נראה שדווקא האזהרה המצרית, שניתנה בימי שיא ההפגנות של חמאס על הגדר בסוף ספטמבר, עשויה להיות חלק ממאמץ ההונאה של חמאס: מצרים התריעה בפני ישראל על ״רעידת אדמה״ כדי לדחוף את ישראל להקל כלכלית על הרצועה, להגדיל את מכסת הפועלים, ולאפשר הכנסת יותר כסף קטארי. למרבה הטרגדיה, נראה שישראל דווקא נשמעה לאזהרה המצרית - כי זה בדיוק מה שהיא עשתה כדי להרגיע את ההפגנות והמהומות בגבול, וסברה שבכך קנתה את השקט ובלמה את ״רעידת האדמה״ שעמדה בפתח. הביקור של ראש המודיעין המצרי, עבאס כאמל, שתואר בתחקיר המגזין ״אטלנטיק״ הוא עוד מרכיב בשורה של אירועים שהצמרת הישראלית - המדינית והביטחונית - פספסו לחלוטין, פירשו לא נכון ושגו קשות בהבנת המציאות. אבל התחקיר ב״אטלנטיק״ בסוף השבוע מזכיר סצנה מדהימה, מלפני 3 שנים ויום בדיוק - שבה נתניהו עומד בטקס האזכרה הממלכתי למלחמת יום הכיפורים, 50 שנה אחרי המלחמה, ומכריז כי לקחי המלחמה ההיא נלמדו - ״איננו מזלזלים באף איום״. חזרתי לנאום הנשכח ההוא של נתניהו בהר הרצל, ב-26 בספטמבר 2023. זה נאום מדהים כי הוא מגלם בתוכו כל כך הרבה אלמנטים מהמחדל המדיני בימים שקדמו ל-7 באוקטובר, והוא נישא ע״י נתניהו ממש בימים שבהם חמאס שלח את אנשיו להתפרע על הגדר בעזה כחלק ממאמץ ההונאה הרחב שלו נגד ישראל. בקהל ישבו והאזינו כל ראשי הצמרת הביטחונית - שר הביטחון גלנט, הרמטכ״ל הלוי, ראש השב״כ בר וראש המוסד ברנע. ״אני בטוח שגם כיום, אם תיכפה עלינו מערכה, המשותף בינינו יגבר על המפריד. כי ברגעי מבחן - כולנו יודעים שיש לנו עם אחד, מדינה אחת, צבא אחד״ - אמר נתניהו, כשהוא מכוון באופן ברור לקרע בעם ובמערך המילואים בימי החקיקה המשפטית. נתניהו הכיר את האזהרות על אויבינו שמזהים בכך הזדמנות - וניסה אולי גם לשגר מסר לאותם אויבים, שלא ינסו אותנו. מהדברים שלו משתמעת באופן ברור העובדה שהוא הכיר והיה מודע לאזהרות, לפיהן האויבים מזהים את הקרע בעם כהזדמנות. ואז מתאר נתניהו מפגש שלו מהחודש שעבר (אוגוסט 2023) עם לוחמי הנח״ל ברמת הגולן, והשווה ביניהם לבין גיבורי 1973. אלה יהיו אותם לוחמי נח״ל שיתפסו קו חודש מאוחר יותר בגבול עזה, ויילחמו בגבורה בכרם שלום ובסופה. ״המפגש הזה עורר בי הרבה רגשות״, תיאר נתניהו, ״חשבתי שם על החשיבות של חבלי מולדת המשמשים כשטחי חיץ חיוניים מפני התקפות אויב. חשבתי על האיומים שנשקפים לנו מהצד השני של הגבול וממדינות עוינות המאיימות עלינו בהשמדה״. אי אפשר שלא לשאול - אם חשב נתניהו כבר טרום 7 באוקטובר על החשיבות של שטחי חיץ מפני אויבים שמאיימים בהשמדה - מדוע לא יישם? מדוע לא פעל להקים רצועות ביטחון בעזה, בלבנון? הוא מתאר את החשיבות של אזור חיץ במפורש ב-26 בספטמבר, ובאותו ערב בדיוק שבו אמר נתניהו את הדברים - התחדשו הפגנות הגדר על גבול הרצועה, ובגלל שלא היה שום אזור חיץ, הצליחו המפגינים להגיע עד גדר הגבול, להניח עליה מטענים, לפוצץ אותה, כנראה כחלק מהניסויים של חמאס לבחון את עמידות הגדר בישורת האחרונה של ההכנות למתקפה. ואז אמר ראש הממשלה את המשפט המדהים ביותר בנאום, משפט שטעון תודעה היסטורית עמוקה: ״כלקח מרכזי ממלחמת יום הכיפורים - איננו מזלזלים באף איום״. בהמשך אמר נתניהו: ״הלקח שאנחנו נושאים ממלחמת יום הכיפורים תמיד עומד לנגד עינינו, תמיד עומד לנגד עיניי: אל לנו להקל ראש באיומים שניצבים לפנינו - הקם להורגך, הקם להשמידך, השכם לסכלו״. המשפטים האלה נאמרו בימים שבהם הזלזול באויב היה בשיאו, וישראל נמנעה בכל מחיר מהסלמה. 4 גדודים מול אוגדת הקומנדו של הנוח׳בה בדרום, 4 גדודים מול אוגדת הקומנדו של רדוואן בצפון, כשישראל - וגם נתניהו - מתבשמים מ״השנתיים השקטות ביותר בגבול עזה״, ומכך שחמאס לא יורה, ונמנעים מפעולות יזומות מול חמאס בעזה ומול חזבאללה בלבנון. הדבר המדהים מכל הוא, שנתניהו מטיף בנאום לכך שאין לזלזל באף איום, אבל שני משפטים לאחר מכן - מתרברב בכך ש״מאז מלחמת יום הכיפורים אנחנו מטפחים עוצמה בלי הרף, בזכות העוצמה אנחנו מרתיעים את אויבינו״. ההרתעה הזו קרסה כעבור 10 ימים, והתברר עד כמה האמירות על עוצמה, הרתעה, לקחי יום הכיפורים ו״הקם להרגך השכם לסכלו״ - היו מילים ריקות.

But the investigation in “The Atlantic” over the weekend recalls an amazing scene, from exactly 3 years and one day ago - in which Netanyahu stands at the state memorial ceremony for the Yom Kippur War, 50 years after the war, and declares that the lessons of that war have been learned - “We do not underestimate any threat.” I went back to that forgotten speech by Netanyahu at Mount Herzl, on September 26, 2023. It is an amazing speech because it embodies so many elements of the political failure in the days before October 7, and it was delivered by Netanyahu right in the days when Hamas was sending its people to riot on the fence in Gaza as part of its broad deception effort against Israel. In the audience sat and listened all the heads of the security leadership - Defense Minister Gallant, Chief of Staff Halevi, Shin Bet chief Bar and Mossad chief Barnea. “I am sure that today too, if a campaign is forced upon us, what we have in common will overcome what divides us. Because in moments of trial - we all know that we have one people, one state, one army” - said Netanyahu, clearly referring to the rift in the nation and in the reserve system during the days of the judicial legislation. Netanyahu knew the warnings about our enemies who see this as an opportunity - and perhaps also tried to send a message to those enemies not to test us. From his words it clearly follows that he knew and was aware of the warnings according to which the enemies see the rift in the nation as an opportunity. Then Netanyahu describes a meeting of his from the previous month (August 2023) with Nahal fighters on the Golan Heights, and compared them to the heroes of 1973. These would be the same Nahal fighters who would hold the line a month later on the Gaza border, and fight heroically at Kerem Shalom and Sufa. “This meeting stirred many emotions in me,” Netanyahu described, “I thought there about the importance of parts of the homeland that serve as vital buffer zones against enemy attacks. I thought about the threats facing us from the other side of the border and from hostile states that threaten us with annihilation.” One cannot help but ask - if Netanyahu was already thinking before October 7 about the importance of buffer zones against enemies threatening annihilation - why didn't he implement it? Why didn't he act to establish security zones in Gaza, in Lebanon? He explicitly describes the importance of a buffer zone on September 26, and on exactly the same evening that Netanyahu said those words - the fence protests on the Strip border resumed, and because there was no buffer zone at all, the protesters managed to reach the border fence, place explosive charges on it, and blow it up, apparently as part of Hamas's tests of the fence's resilience in the final stretch of preparations for the attack. Then the prime minister said the most amazing sentence in the speech, a sentence loaded with deep historical consciousness: “As a central lesson of the Yom Kippur War - we do not underestimate any threat.” Later Netanyahu said: “The lesson we carry from the Yom Kippur War always stands before our eyes, always stands before my eyes: we must not take lightly the threats facing us - if someone comes to kill you, comes to destroy you, rise early to thwart him.” These sentences were said in days when contempt for the enemy was at its peak, and Israel avoided escalation at any cost. 4 battalions against the Nukhba commando division in the south, 4 battalions against the Radwan commando division in the north, while Israel - and Netanyahu too - were intoxicated by “the two quietest years on the Gaza border,” and by the fact that Hamas wasn't firing, and avoided initiated actions against Hamas in Gaza and against Hezbollah in Lebanon. The most amazing thing of all is that Netanyahu preaches in the speech that no threat should be underestimated, but two sentences later - boasts that “since the Yom Kippur War we have been cultivating strength without pause; thanks to our strength we deter our enemies.” That deterrence collapsed 10 days later, and it became clear how empty the statements about strength, deterrence, the lessons of Yom Kippur and “if someone comes to kill you, rise early to thwart him” were.
